ユネスコの新聞記事で、アジア教育支援のために「書き損じはがき募る」という見出しに目が留まった。

カンボジアの場合、 11枚のはがきで1人が１カ月間学校に通えると書いてある。

書き損じはがき11枚で！？

 

切手や衣料を別の支援団体に送ったことはあったけど、書き損じはがきでの支援はしたことがなかった。

書き損じはないけど、最近使わずに変色してきている未使用の古い50円はがきなら30枚以上ある！

はがきは1枚63円になってしまった。

12円切手をわざわざ貼るのは面倒だと思っていたところ。

自分が不要なもので子供を支援できるなんて嬉しい！

早速届けに行った。

 

ユネスコの「世界寺子屋運動」

 

 

 

非政府組織（NGO）であるの日本ユネスコ協会連盟の活動の１つである 「世界寺子屋運動」は、世界の子供達に「学びの場」を広げる支援活動。

現在は アフガニスタン、ネパール、カンボジア、ミャンマーで活動を展開。

 

発展途上国の貧しさによる負の連鎖。

教育を受けられないため、読み書きや計算ができないまま大人になる。

そうなると、安定した収入を得る仕事に就くことが難しくなる。

きつい労働条件、しかも低賃金。

 

そんなところでしか働けなくなる。

子供ができても教育を受けさせられない。

 

ユネスコは、この負の連鎖を解決するため、 読み書き・計算が出来るための村人の自立と村の活性化支援を行っている。

【活動予定】
1)アフガニスタン、カンボジア、ネパールに各1軒の寺子屋を建設。
2)ミャンマーを含む4か国合わせて約6,000人の人たちに学びの機会を提供。
3)教員や寺子屋を運営する人たちの人材育成を継続。

回収しているものは、 未使用のハガキ・書き損じハガキの他、未使用の切手・QUOカードなどのプリペイドカード・商品券などの金券・収入印紙などの換金できるもの。

1年中受け付けています。

書き損じハガキポストに入れるか、封筒に入れて日本ユネスコ連盟まで郵送する。

ユネスコ協会は各県の県庁内にあるようです。

私の場合は、新聞にユネスコ協会の住所が載せてあったので、ネットで検索。

すると、県庁内にユネスコ協会の事務局がありました。

県庁は自宅からそんなに離れていない場所にあるため、はがきを郵送せず、直接持って行きました。

 

2018年の書き損じはがきの成果報告です。

＜キャンペーン2018成果報告＞
1. 書きそんじはがきを全国で約96万枚(タンス遺産4,516万円相当)回収。
2. 4軒の新しい寺子屋(アフガニスタン1件、カンボジア1軒、ネパール2軒)が完成。
3. ミャンマーで小中学校を中途退学して働く青少年への支援が始まり、カンボジア、アフガニスタン、ネパールの4カ国合わせて新たに学ぶ機会を得られた人が5,179人。

　多くの企業・団体・個人の皆さまからのご協力に支えられ、前回キャンペーンの結果、カンボジア、アフガニスタン、ネパールに加え、新らにミャンマーで支援を開始することができました。4カ国で識字クラス、小学校クラス、幼稚園クラスの他技術訓練などを実施し、5,000人以上が参加しました。
世界寺子屋運動は2019年、30周年を迎えます。これまでに累計130万人に学びの機会を届けることができました。

ユネスコが支援しているアフガニスタンの教育状況

 

 

アフガニスタンは、現在も紛争が起こり治安は安定していない。

学校も次々と閉鎖に追い込まれている状況。

 

 

 

アフガニスタン人口:　3,266万人（2016年、世界銀行）
純就学率：　72％(男子82％、女子61％), 不就学の学齢児童は330万人（75%が女子）
成人識字率:　38.17％（2015年、ユネスコ）

ユネスコが支援しているネパールの教育状況

 

 

1996年から2006年までの11年間内戦が続き、2008年5月に連邦民主共和制への移行が宣言される。

これによって、240年近く続いた王制が廃止される。

憲法制定作業に時間がかかり、新憲法が公布されたのは、2015年9月20日。

新たな国づくりに向けて動き出したばかり。

2015年4月25日、M7.8の地震が発生。47,700以上の教室が被害を受ける。

都市部と国民の8割が住む農村部との格差が大きく、農村部の設備や教師が不足。

ユネスコが支援しているカンボジアの教育状況

 

 

1970年から内戦が始まり、1970年代後半のポル･ポト派の独裁政権による学校教育の廃止によって、カンボジアの教育体制が崩壊。

その後、ヴェトナムの支援を受けた政権が誕生したが、国連加盟国から支持されず、国の再建、復興は進まず。

1991年10月、カンボジア和平協定が調印され、1993年に国連管理下のもと、第1回総選挙。

現在は政治は安定。経済も発展を続けています。

貧富の格差の拡大が社会問題。

校舎の建設は行われているが、2010年で建物の状態が良い校舎は5割という調査結果。

ユネスコが支援しているミャンマーの教育状況

 

 

小学3年以上の教育カリキュラムが軍事政権時代に作られていることがあげられる。

暗唱を繰り返し、記憶することがほとんどで、自分で考えて行動するという教育を受けていない。

貧しくて教育を受けられない生徒でも、無料で寺院学校に入ることができるため、識字率は高い。

まとめ

アフガニスタン、ネパール、カンボジア、ミャンマー。

ユネスコが支援しているのは、政治基盤がようやく整いつつある国ですが、アフガニスタンに至っては、治安が再び悪化してきており、不安定な情勢。

政権を握った者がどのような考え方をもつかによって、国の情勢は大きく変わるということが調べているとよく分かります。

 

日本人として生まれてきたことを非常に幸せなことだと改めて感じています。

と同時に、自分が出来る事をして、それが誰かの幸せにつながったら嬉しい。

この世界に生きる人達すべてが笑顔になって欲しい。

その気持ちを大切に、ユネスコの世界寺子屋運動に参加するだけでなく、他の運動にも積極的に参加していきたいです。
